The administration would never reveal the real likelyhood of the draft with the upcoming elections.

They will keep it speculation and rumor with the law waiting on the back burner till a president is elected, thats why its still where its at a year later. Like I said Kerry may even pass it himself.
Powell has come out and says he doesnt support it, why would he do that if there was no chance of this passing? The fact that its in the works is enough to make you wonder and to just dismiss it as hearsay is ignorant.
