I did hear these "rumors" several months ago, and actually found a bill in Congress that has yet to be voted on.

They were called the "Universal National Service Act of 2003."

I did a bit of research on them, and there's one thing about them that I have spent hours trying to figure out, and that's, why the heck is the bill sponsored and introduced by all Democrats? in the House AND Senate?

Isn't that a bit odd?
