The solution lies more in sending a message through Iran. Right now the Iranian people and their theocratic rulers have a common enemy- us.
It is best to show to the Iranians that we have no beef with them... just their government.
If the Iranians can be coaxed into wanting their own government gone, we should see some kind of solution open up.
