I think the CIA knew they needed to come up with supporting evidence for the Pres or else what happened to General Shinseki and those analysts that wouldn't go along with Bolton would happen to them. Or in another feat of incompetence, it really took longer than two days for the real report to go from the first floor to the third floor of CIA headquarters. What a bureaucracy. I guess they are better at destabilizing democratic governments than analyzing data.
