You can't give tax cuts to people who don't pay taxes. It stands to reason if you cut taxes in all brackets, then the people who paid the most taxes get the biggest breaks. It's math.

Yes, but being that 25% of the poulation own more money than the remaining 75%. I think that those 25% have a moral obligation to carry the bulk of the tax burden.
