Another is that several of those you list accuse the US of torture, but only Arar has found any evidence of this. Additionally, Abbasi, by his own admission, was not innocent.

That aside, they should have some sort of an independent review to ensure they are not holding innocent people. It sounds like 3 or possibly 4 of the 5 above were innocent. They should ensure that doesn't happen again by review and audit, and if they are found to be other instances then they'll have to consider more alternatives such as others are suggesting. I also think the UN should pay the cost, or a large part of it.
