sorry I should have noticed the one headed eagle not the two, the point is more valid then, in the dark period of Germany the treatment of prisoners did reflect the "civilised" German soc of that period?

With exception of the dark ages maybe, the treatment of prisoners in Germany was always much to good! China and Russia like treatment of prisoners appears to be very effective in reducing the rates of crimes committed by foreigners and natives alike!
