If Bush and Reagan applied the same standards they hold to the rest of the world on themselves, their rhetoric would quickly crumble under its own hypocrisy. They're both war criminals... if that's what you mean by being "defiant".
They stand for corporate power, be it military or otherwise. Their core following, as Bush appropriately states, is the "haves and have-mores" who benefit the most from their "let the corporations do whatever they want" policies.
