I don't think the president is smart enough to know his own intentions.

Well, in a previous post, you had said to somebody:
Funny how, it is not accompanied by evidence to the contrary. If you wish to make a contrarian point, it is customary to provide evidence of such a point.

Having seen what your idea of what "providing evidence" means elsewhere - I found it quite hilarious that you would lecture somebody else on it. (If you will recall in that other thread, you quoted an opinion piece from Mr Bolt, and then loudly proclaimed that you had "proved your point"!)
