It's not for the mythical 'neocons' to create a stable Democracy... it is for the Iraqis. The professionals will return as soon as it become profitable to do so... which is happening now.

Despite your desperate desire that Iraq be a horrific failure, it is an immutable success.

The insurgency was a function of sunni al qaeda began attacking the Shiite neighborhoods... attacking their Mosques which had the predictable reaction.

But this was all a result of GW wetting his pants over the Abu Gharib issue and letting the left's crying over US casualties put him on defense. The initial invasion destroyed the Iraqi civil infrastrusture, but because it was such a thoroughly corrupt system, as the Iraqis were under leftist totalitarian control for nearly two generations, it's people no nothing else but corruption. Iraq had no professional military. Iraq's military and civil control authority was a gang of thugs that were trained on Soviet style management system, where little to no command authority was given to unit commanders; everything was controlled by a very small core of top officials.

Former Iraqi Police were re-hired by Bremmer but they were counter productive due to their brutality and their tendency to sell out their fellow officers to insurgents.

I see this segment of the site is controlled by our own in-house insurgency.

There's a storm comin' kids... The days of the leftist echo chamber in this area are over.
