Even a small mission such as this cost the tax payers at LEAST $10 million. Hell we moved an aircraft carrier to the area for support. Not much of an ROI if you only kill "up to" 10 lower ranking terrorists.
A dead terrorist is a dead terrorist, but these strike missions can get costly. We'd want them to be as effective as possible.
