My initial reaction is negative too.
Why is it that countries with so many problems and so much poverty are interested in nuclear power?
It's like me, middle class American, trying to buy a multi-national company. The bank would probably tell me to learn how to balance my own personal checking account better first, then ask them once I became a multi-billionaire.
