This isn't a US draft, it's a UN draft. What does this have to do with US morales ? Nothing.
The opening post clearly states that it is a US draft of a UN resolution. What does it have to do with US - as drafters, quite a bit, as it is reasonable to presume that as drafters they will sponsor its adoption. Closer to 'everything' than 'nothing'.
