Heck, a country is allowed to arrest any spy on their soil so this is not just an American thing.

You apparently missed the point. Of course we would
try to arrest them just as the Germans are trying. The difference is the US is not obligated and neither is Germany. There are instances where the opposite has happened where it was the US after someone and a European country wouldn't assist. There is the US killer whose name I forget that was knowingly holed up in Switzerland. A terrorist charged with a long ago act (Klinghoffer possibly) who the US wanted to try but was actually tried in I believe Germany. And the Americans I am sure are no longer in Germany so they only get arrested if they go there or Europe.
