Those numbers mean that most of the iraqis that can afford to leave Iraq have already left.. which means the middle class of that country has already abandoned all hope of their situation getting better anytime soon. The Iraqi middle class is in mass exodus.. people like engineers, doctors, teachers, etc are either dead, dying or leaving.
