Carter won the primary in PA in 1976....

Minor reason Nixon and his pardon...this wasn't really as big a factor as some people wish it was. 2. Major reason he said the Soviet Union did not dominate Eastern Europe... Hell I was only 4-5 and I remember the Soviet thing. It was HUGE news story at the time.
