it's bad. we're the US, not the UN. i personally don't even think we should be rebuilding anything. but if we build things, and insurgents destroy them afterwords, then we should leave them destroyed, and the iraqi people know who to blame for not having a hospital to go to when the next suicide bomb goes off at the market. i say no more wasting money rebuilding iraq. if iraqis wanted a better country, they'd be trying harder not to destroy it. insurgents can only survive with support from the public. i think the iraqi public needs 'less incentive' to support the insurgency.
