Bush has been trying to get the Iraqis to take over the security while the US troops retire to enclaves and only making forays out as strategic support for the Iraqi governmental forces.
That is a de-occupation.

re-occupation implies in the future. The proper name for the
surge. Different name same thing.
As in Lyndon B Johnson's Vietnam fiasco with the US Troop build up.
