This is the same rhetoric used against Saddam. He did end up reluctantly complying. Bush started the war anyway.

You do know the congressional "war authorization" says it authorized to use military force to force Saddam to comply with UN resolutions. After that pressure, Saddam did comply. See:

It's nothing but wishful thinking... chocked full of wording such as, "... is projected to..." "... ongoing...." "... results expected..." etc... There's no definitive proof that Saddam Hussein was complying as you claim. It's a document that was thrown out there at the last minute in the eve of an oncoming war. It's written in projected future tense based on hypotheticals.

Here's the concluding paragraph:

This is the last desperate act of one person trying to avert a war despite 13 years of broken promises. It's wording is evident of false hope held by someone who realizes this time there will be a consequence to non-compliance by Iraq. If you read that entire document and think that it is indicative of their compliance, your reading comprehension skills are seriously deficient.

As S-S stated, the whole thing can be averted if Iran complies. You keep forgetting that in Iraq, Congress (comprised of both parties) overwhelmingly voted to go into Iraq. They voted not once, but twice to do so. Bush didn't do it all on his own. (as you seem to forget)

The motivation for Iran would be to see the results of defiance to the world and where it got the Taliban in Afghanistan, and Saddam Hussein in Iraq. If that doesn't register with them, then they shall reap the whirlwind.
