Your first statement is simply a prediction. Time will tell, but I'm inclined to think that you're basing your statement on "good'ol white boys" you happen to know. That's a risky basis for political prognostication.

Your second statement, however, is presumably based on empirical evidence of some kind. Given that, it would be interesting to know what evidence you would cite.

Ms. Rice has was a disaster as the Bush administration's National Security Advisor, both before and after 9/11. In fact, if it were not for the recent all-time record set by AG Gonzales, her track record for lack of recall would stand as a record in itself. She admittedly failed to take seriously a variety of warnings in the summer of 2001 regarding a potential attack on the US. She presided over a dysfunctional office that failed to prevent the insertion of the absurd "aluminum tubes" proclamation in the President's 2003 State of the Union address. And she bears personal responsibility for spreading ludicrous claims about the imminent danger of "mushroom clouds" if the US didn't invade Iraq.

As Secretary of State her performance has been no better. In fact, her frequent efforts at "shuttle diplomacy" has only underscored her ineffectiveness. And while she has been portrayed as a counter-balance to Secy Rumsfeld until he resigned, it would be interesting to hear a single example of an effective initiative on her part to oppose Rumsfeld's disastrous policies. In fact, it would be interesting to hear a single example of her successful efforts at formulating or even influencing policy since his departure.

Although political and economic "reconstruction" is a central theme in the current "surge," Ms. Rice has in effect abandoned any responsibility for staffing that aspect of the administration's policies. Criticism of her ineffectiveness in virtually all aspects of her job, from friends and foes alike, is deafening in the diplomatic community.

In short, Ms. Rice is a somewhat more articulate version of Alberto Gonzales, an office holder whose performance in each of her jobs in the administration has been marginal or worse. Why on earth anyone would consider her to be the "best of the bunch" as a Presidential candidate is a mystery. Can you enlighten me?
