Yes, black South Africans wanted a BOR, as they had their rights trampled for so long, and white South Africans wnated a BOR, to protect them as a minority in the new system, so Id'd say pretty much most people in SA wanted one.

It has made the laws of the country more clear, and have given people a guideline on how to act towards one another under the new system.

But one thing is important, a BOR on it's own is useless, educati0on, and a LOT of edducation on human rights is very necesary if it is to have any impact at all.
