This same FDA is the one that prevented Thalidomide from becoming available in the U.S. For those that may not be aware, Thalidomide was a drug given to pregnant women back in the 50's and 60's to curb morning sickness. It was eventually discovered that it caused many babies to be born with missing or grossly deformed limbs.
Getting back to the food inspection part of the discussion (though this would also apply to the drug side), whomever is conducting the inspecting needs to be neutral, and indifferent to lobbyists and financial incentives.
