I believe the idea is that Heaven was not so great. Because there was no free will so all the love that existed... wasn't really love.
Only through creating a being with free will and exposing them to an entity of hate and selfishness could he create love, which is better than perfection.
What I don't get is why God plans to punish the creature that he made become evil manifest. Lucifer, being an angel, could not have had free will.
Oh well... I suppose it's willing suspension of disbelief.
