Nothing happens in a vaccuum.
Frankly I don't like laws that really specify what we should and shouldn't do.
That's one reason I like safety nets. Safety nets are less intrusive than attempts to preemptively control behavior and less dangerous than just ignoring the stupid things people do and their consequences.
Of course they require tax revenue and people complain about that being intrusive... but it's less intrusive than the alternative.
