Are you sure he has committed no crimes? He runs a site that encourages pedophilia and suggests good locations to find young girls. Who knows how many molestations he has been an accomplice to.

He suffers from depression, relies on disability (I'm guessing because of his mental condition), and admits he's sexually attracted to young girls. He's obvious sick.

You're right. A restraining order in unfair, not only to him, but to the rest of us. He needs to be hospitalized.
