My answer IS "yes." However, this will NEVER EVER become fruition. Again...politicians do NOT care about the citizens. They don't even care about the voters. They only answer to HOW MANY VOTES
THEY CAN GET.
But back to the point...yes...Federalism is a kind of "trickle-down" hierarchy. The Federal Government should not be bothered with all the trivial things it deals with now. NOTHING is "free." The more we get the Imperial Government involved, the more the Imperial Government is going to cost, to maintain.
Wanna know why the Federal Government is as big as it is? It's OUR fault. Too many special interest groups tugging at the Feds' apron strings.
