FEMA; Means....Federal Emergency Management Agency. With a name descriptive of the proposed function of this agency it's quite obvious who's trying to pass the buck. On the other hand when Agencies such as FEMA performs functions contrary to the Constitution in terms of ignoring the critical needs of Americans and using our troops to take guns away from the American people. (ignoring the second amendment). Americans have a heads-up warning.
