How would this case result in a harassment suit?

I mean, apparently these two kids were friends, right? Neither one of 'em had a complaint about anything.... it's just the teachers that saw it, that got bent out of shape.

I mean, you think someone's gonna sue someone else for puttin' their arm around 'em? Hmm......
