I have to give credit to Moore though, because I saw him on one of the late night network shows and he said that he is only showing people his opinions and he doesn't care if people don't see his movie, he just wants them to start thinking about politics.
I'm sure he was probably just blowing smoke but it's interesting to me that he even said it. I don't recall if Rush has ever said that. Please correct me if I'm wrong.

Most people pick one over the other based on their personal bias. If you are a conservative, then you will agree with Limbaugh more. If you are a liberal, then its Micheal Moore. Either way, you are going to give a less critical observation to the one who is saying many things you agree are correct even if he goes over the top sometimes. Basically, people are looking for nothing more that corroberation of the views they already held.
As for the reason people listen to these guys instead of more serious commentary., the answer is simple. People are lazy. Instead of dedicating hours to reading news articles and even reading sections of proposed legislation, they would much rather go to the mouthpiece they like the most and get the "Reader's Digest" version from him.
Thats exactly whats so scary. You get these highly partisan propaganda guys who are effectively the only news source for millions of Americans. If Rush said it, then it must be true or "I know GWB is evil because Michael Moore tells me so".
