The Shah was a tyrant. He was a puppet the CIA installed - not a true ally. When the CIA deposed the democratically elected leader of Iran and replaced him with the Shah - their report stated the U.S. should expect "blowback" - meaning "violent retaliation" for those actions.
That's what the hostage crisis was - violent retaliation against our earlier actions there on the behalf of British Petroleum - so they would continue to get the OIL.
None of that was Carter's fault - but he did make several bad economic decisions as President.
