They were trying to provoke a confrontation. The purpose would be that if the US offed a few of them, The lib press in the US would say something like "US-Iranian Naval Battle", which would be goosing the large appeaser bloc. Then like sock puppets, they'd start squeeling against war with Iran again, regurgitate more paranoid Bush fantasies, etc etc.
