Previous behaviour, Bush saying he was going to restart terrorist attacks on any foreign government that he didn't like, the normal run of the mill. The US has used up its three strikes long ago. The US now has to prove a negative, unfortunate but that's what happens to countries that support terrorism.

PS I find it rather strange that you should assume that any act that is illegal in the US is illegal in the rest of the world.
