Chavez, a vocal critic of the United States, admitted ingesting the base material for cocaine in the middle of a four-hour speech to lawmakers in Caracas. ''I chew coca every day in the morning ... and look how I am,'' Chavez said, according to the paper.

There is a question if it is illegal or not, but I don't really care if it isn't, I hope he continues to use it, that hard drug is a respecter of no one.

The paper spoke with experts who said that it is illegal to consume coca paste in Venezuela and Bolivia. It's not clear to us whether Chavez was referring to "coca leaves" or "coca paste." Here's how the U.S. Sentencing Commission described the latter compound:
