The relative ineffectiveness of the income tax is due to the source of wealth differing between capitalists and the rest of the population. Whereas the richest segment on the totem pole make most of their wealth through investments and other dull performances, even the middle class business owner has to perform physical labor to maintain economic viability. European social democracies have better utilized the income tax, but its existence is rather negligible when capital gains and other forms of taxation are much lower.
Whatever the case, progressive taxation should not be eliminated. Flat taxes are terribly disappointing and disproportional to the percent of assets the average American needs protecting in comparison; regressive taxation, albeit theoretically better at helping the poor, still does not factor in the sheer depth of difference between asset protection.
There is, of course, the matter of graphing out a relatively obvious problem.
