The Soviets bankrupted themselves trying to keep up with us militarily. And they had more resources than present day Russia has.

No matter how badly they can hurt us, we can hurt them a lot more. Thats why we don't have anything to worry about from them. If a dictatorship made that threat, we'd have to take it a lot more seriously. But with a democracy? Not so much.
