Does he mean fixing the dysfunctional bureaucracy is just allowing it to pull in more immigrants? How is that "fixing" anything? Is he aware that the immigration authorities lose track of many thousands of people who overstay their visas, and are never tracked down? That's one example of things that REALLY need to be fixed - the above is just a statement on immigration policy. What is he going to do to FIX the bureaucracy? No clue.
