The quote is referring to the negative of Kenendy being made to look a lil boy by Kruschev in their Switzerland meeting months before the CUban Missile Crisis and how that meetign made Kruschev to decide to go ahead with placing misisles in Cuba.
That it happenned was a negative and the reason it happenned was do to Kennedy getting smacked around.
Yeah the USSR backed down..from what though..NUCLEAR WAR.
He is highlighting how inexperience can get you your butt handed to you on a silver plate and just how dangerous that really is.
