Why not? Like you mentioned, they aren't homeowners. Those cities seem like cages to me. Very little opportunity to parents/adults.

Poorer people have moved farther, across oceans even. Some have even walked. So many inner city blacks are waiting for the next social program to give them a leg up and that has not worked yet and never will. The problem is culture based and the solution is not government.
