From the Factsheet at the bottom of the page. This sentence follows the one on the front, that Blade is refering to:
"Obama believes we need additional Customs and Border Protection agents equipped with better technology and real-time intelligence."
Ok so more agents- this won't help? I think you're guilty of some hyperbole with that "completely failed"- better tech and "real-time intelligence". A google including that phrase turned up this page:

Thats two years old, but perhaps hes refering to these? I imagine there can't be too many of them flying around. If you want to reasearch what he means, I'm sure you can. I'm sure a journalist could.

From a few inches down the screen: "Fix the Bureaucracy: Obama joined Rep. Luis Gutierrez (D-IL) to introduce the Citizenship Promotion Act..." And there is a few paragraphs in the factsheet, mainly outlining what the Act involves, as far as I can tell.

Its mentioned about three inches later, but more detail in the factsheet: "...Barack Obama has championed a proposal with Senators Charles Grassley (R-IA), Ted Kennedy (D-MA) and Max Baucus (D-MT) to create a new employment eligibility..." so to answer your question, something new apparently. Somewhere you can see whats been proposed in the Senate I hope?

Factsheet, 1st point. Well hes essentially outlined the law he'd want- a fine, English lessons, abide then chance to be a citizen. Can you see the humanitarian and economic rationales for this approach? Does the 1st line not strike a chord with you?

No clue. Though if their country wan't as messed up as it is right now, you can see how that would help- might eventually recoup any investment- less border security expenses for one. Its an aspect I'd hope the candidates would be looking at- rather holistic.
