Have you ever been to a concert? Did it occur to you that the audience, might, just might, have taken an opportunity while nothing was really going on on-stage to start cheering. I think the fact that he was blowing his nose was a coincidence that the reporter thought was funny.
Let me give you an example of how this might happen, before someone accuses me of making something up: Obama is speaking and the crowd is momentarily quiet while listening to him. He stops for a moment to blow his nose. Someone in the audience (or possibly many people) scream something into the relative quiet like, "Yes we can", or "we love you Obama". Everyone nearby cheers, and then the whole place erupts. Happens all the time at concerts and rallies.
