Not really. If the only weapon you have is a rock, no amount of knowledge and experience is going to keep you from being killed by a guy with a machine gun. Technology matters a great deal, especially in modern warfare.

I don't underestimate Russia's technological prowess though...I don't think they are our equals, but they are definitely #2 in the world. Ahead of the EU, and far ahead of China. But they don't have a sufficient economy to leverage it. So long as Putin remains in power, I don't see that changing. So I don't consider Russia a threat to our agenda.

And yet we are doing exactly that. They made noise over Kosovo...we ignored it. They complained about our missile defense bases...we ignored that to. They complain and then we do what we want to do anyway, and they do nothing about it.

What are the consequences to us of ignoring Russia so far? They are becoming as impotent as China.
