1. ALL employers have the right to refuse to hire you. Not everyone wants a pothead on their payroll, much less a crackhead, and they shouldn't be forced to hire you.
2. Commit a crime while baked? Hope you haven't made plans in the next few years, 'cause it's automatic jail time.
3. Us clean folks would like our health care providers to refuse to cover you. I don't want my money going towards fixing your broken ass, because you did something stupid while on the ganja or on crack.

That is totally stupid...either you legalize and control it like other substances...or you dont. no specialized laws...then it becomes "discrimination"....that is anti-constitutional.
how about this:
1.) All employers have a right not to hire anyone they think wont fit the job...if someone is an addict, alcoholic, etc. either it shows and comes thru, or it doesnt...just like now. Employers could care less, they would be more likely not to want a dull, unmotivated, complacent employee.
2.) Commit a crime at all, then go thru due process...that is what most developed country's federal constitutions say...otherwise its unfair discrimination. You cant make special ammendments due to a substance....one atom or less gives you jail time? stupid statement.
3.) it is embarrassing and shameful that health care isnt a legal requirement in the USA as it is in most developed and many 3rd worlds. USA currently ranks 58th in the world in health care based on availability, quality and current technology. In fact, people die in the US regularly from things that they havent in Cuba in over 30 years. EVERYONE HAS A RIGHT TO HEALTH CARE! USA is behind in the world and is less sophsiticated because of this.
4.) I would like to see your views on alcohol consumption, coffee, cigarettes/tobacco, chemical processes in food, refined sugar, Genetic Crops, chemical preservatives in foods, air quality, etc. etc. which are proven to cause not only health problems but behavioural differentials and/or disorders as well.
(otherwise, what you suggest is somewhat Stalinistic and from a very naive perspective.)
