You are EXTREMELY naive. Anyone who does business with the federal government is endlessly pressured regarding minority quotas. Also, most large companies and corporations fall in line regarding minority quotas after they've seen, eg, Jesse Jackson's protection racket in action.

I don't know why you're jabbering at me - the NBA isn't racist - it hires blacks because they are better at basketball.
