I don't quite get your point. How is that racism? The only reason, there is an inferior number of Caucasian, Asians and Latinos in the NBA, is that they're simply not good enough to play there. Nobody is left out because of his color or origin. A high percentage of each group isn't necesarrily an indicator for racism.
In contrary the NBA shows how it should be done: People shouldn't be judged upon the color of their skin, but upon their qualification or skills. If the result is, that there are 90% blacks (Asians, Caucasians, Latinos) in the NBA, thats fine with me. A law that appoints fixed quotas for each ethnic group would simply lead to a loss of quality.
A racist General Manager in the NBA, that drafts and trades by his color-preference would always be underachieving, which in the end has consequences for him personally.
Same with business: If an racist employer declines a potential worker only because of his origin, his profits will most likely go down.
So the market takes care of racism itself, by punishing it. The need for AA is only in parts, where the market fails or is nonexistent, for example in education.
