The argument boils down to:
The homestead act is conservative by nature
Republicans supported the homestead act
Therefore republicans have supported conservative traits.
If we assume the premises are true, the validity of the argument depends on the meaning of "traits" -- if traits refers back to acts (i.e. Therefore republicans have supported conservative acts") -- it would be a valid deductive argument.
