yes, we have laws for hijab. they're more for women, men are almost free. almost all people here would keep hijab even if there were no force, but yeah, they are some that are against hijab. hijab is a deep cultural thing that was tried to be removed from iran in Rezashah's era, but after revolution, people wanted it back. with ahmadinejad's government, some severities applied to people. I don't agree with them either, but governments can't control people. people control governments. so people continued to wear what they wanted to. girls here won't unwear they're scarf till they trust you. this is accepted here.

we have laws for it, but no judge would rule to stone someone, unless she/he has done an unforgivable act. I've heard of two or three in my life. we (3rd generation of revolution) are strictly against this (even for once in years) and hopefully we can change such laws in future.
