I would say getting shot down and being a POW makes you a very BAD tactician.

The president, while he may have the final say in military matters, is a politician first and depends on his joint chiefs of staff to do the tactical analysis. Do you really think Abraham Lincoln or any non-general president had any clue on such issues. Please be realistic.
