Thats just it...you want to broaden the comparison to the point where it has no meaning. Why not just say "Canada has more top 1000 universities than America per capita"? The argument was about who has the
best.

Why? what does US population have to do with anything in this context? You accuse me of picking and choosing numbers that are convenient, and then you do the same thing in the very next paragraph.
If you had more top universities, you'd attract more students.
