News out of Tibet is obviously hard to get. I wouldn't doubt things are much worse.
The Chinese Communist Party doesn't have much qualms in shooting people and sure as hell doesn't care about doing it to Tibetans.
Keep in mind "surrender" would mean they get to go to a Concentration camp and probably die from the effects of forced labor/starvation/or simple intentional mistreatment(torture). IOW Its not really a good choice.
