I'm alright with welfare and food stamps type programs as long as they have conditions, are temporary, and are set up to get people to work. Things like transportation, education, and child care can supplement this... as long as the goal is to make them self-sufficient rather than dependent.
Of course for the old and disabled, there should be another standard... but that should be covered by a social security program.
